This is my pokeball. There are many like it, but this one is mine. My pokeball is my best friend. It is my life. I must master it as I must master my life. My pokemon, without me, is useless. Without my pokemon, I am useless. I must command my pokemon true. I must train harder than my enemy who is trying to kill me. I must attack him before he attacks me.

Before God, I swear this creed. My pokemon and I are the defenders of my country. We are the masters of our enemy. We are the saviors of my life.
So be it, until victory is Republic’s and there is no enemy, but peace!

Pokemon trainers are outlawed. The days of children raising pokemon together is but a fond memory of the elderly.

It is human nature to desire control. Control over people. The pokeball is equivalent to our modern day AK-47. A symbol of independence. A utopian society would have no need for weapons, as decreed by the Enlightened Republic.

As stated by General Surge, “Pokemon are a weapon of war, and should be treated as such.” The only ones accepted for military use must undergo a conditioning program dubbed “enlightenment”. The process leaves the pokemon bereft of personality and fear. Such a process has allowed the Republic to conquer its neighbors and fight back against terrorist cells such as Team Rocket. It also prevents a bond from forming between pokemon and soldier. For such a bond can be the most destructive force in the universe, or so Republic’s history books claim.

Enlightened Republic – Socialist nation ruled by a secret council of politicians, scientists, businessmen, and military chiefs. Seeks to create a utopian society without violence or inequality.

Team Rocket – Revolutionary/terrorist group that primarily deals with blackmarket pokeball sales and transfers. Prefers guerilla warfare and subterfuge to combat police and militia personal. Members blend into society, and rumor has it they have spies in high positions.

Mewist – A religious cult dedicated to the legendary pokemon Mew, said to be the common ancestor of all pokemon. They value pokemon above all else, and are against pokeballs in every way. They see pokemon has sacred and partners to humankind. They are disgusted by the idea of pokemon being used as military weapons.

NPA “National Pokemon Association” – A long defunct group of pokemon trainers that has been resurrected as a big middle finger to the Republic. Made up of settlers in more rural parts of the country who view raising pokemon as a necessity for self-defense in the wilderness. While actual conflicts between the government are rare, they make up a bothersome voice in politics.

Elite Four – A group of elite military war generals that wield great power. They are above the law and are granted large estates.

Gym Leaders – A testing ground for military to gauge their prowess. Although some gyms are independently ran, military soldiers will decorate themselves proudly like boy scouts. Seen as the lifeblood for income flow into smaller townships.

Your characters will be enrolling in the cadet academy school in the city of Dolmar. You could have become a scholar, a scientist, an artisan, a merchant, but no. For whatever reason (and please detail them) you have chosen to become entrusted with pokemon as your goal in life.

Dolmar: Location of the Pokemon Academy, which hosts the largest concentration of wannabe young trainers. You will be among them. You will be subjected to tests that will determine your future career. Whether it be in the military, police force, firefighters, rangers, etc. There is a strong military and government presence in Dolmar for this reason. It does not host a gym due to political reasons, with other counties complaining of the concentration of federal funding the city is granted.

Artel: A tranquil and beautiful city, with lush greenery and cobblestone walkways. In many ways the cultural mecca for the Republic. Home of many artists and artisans along with pokemon beauty contests. While at odds with the Republics “Pokemon are weapons” mantra, it is a long tradition that remains unbroken. The Pokemon Gym holds an annual festival and is largely invested in the cultural atmosphere.

Peltast: An inland town known for its blue collar mentality. It is the yin to Artel’s yang. Prides itself in it’s lumber and mining industries, along with sport competitions celebrating all things masculine. The gym’s “Pugilist Badge” is less a traditional gym badge and more of a champion belt title, and therefore highly regarded. Fighting pokemon train alongside and against human counterparts in dojo’s, rings, and arenas. It has created a sense of brotherhood among humans and pokemon, one that government officials raise an eyebrow towards. They allow it due to Peltast’s ability to churn out the best fighters in the country.

Tarnifex: The most northern city of the empire. While the mining industries started to dry up, the city has gone to great lengths to market itself as a resort vacation. Skiing, ice skating, ice sculpture, rock climbing, famous hot springs, and rare delicacies. Ironic for a city historically marred by hardships.

Palatinate: The Republic’s capitol. Can be spotted for miles away with it’s high silver walls. This is the by far the richest area of the country and home to its noble families and heads of government. Many members fill both those categories.

Wain: A bordertown on the eastern edge of the Republic’s reaches. Still shows signs of the sleepy hamlet is was 50 years ago. Still shows scars of the war with the Easterners today. Holds the largest military graveyard, a solemn pilgrimage every military general must make one day.

Pelerines: The old capitol. Every mile marker on every road still counts down to Pelerines. While it is blessed with resources, it’s been squandered by corruption and turmoil. The most cynical would say that the government has given up on saving the city, and now seeks to contain it. Has a healthy black market, and is the place where Team Rocket claims home. Crime and drug use is rampant.

Matross: Home of the best sailors in the country. Also ranks the highest in alcohol consumption. The persistent terrible weather might have something to do with that. Some say the port town was cursed, but the scientists in the area would point to meteorological factors. Host of many research facilities, where scientists live in large lighthouse-esque spires.

Name: Lanette Belcourt
Age: 16

Background: While the Republic’s mantra is that everyone is of equal birth, there is no doubt a special caste of nobility. Born of the prestigious Belcourt military family of Palatinate, much is expected of Lanette. The family was the center of every news story 5 years ago, when Lanette’s older brother Lukas, the youngest Elite 4 member, went MIA after only having served the position for a month. Rumors still haunt the family to this day.
Goals: To do her family proud. To follow in her brother’s footsteps. But most of all to uncover the truth about her brother’s disappearance. Despite the Belcourt’s influence, the military investigations were kept as a compartmented secret.
Behavior: Lanette’s obsession with the military after her brother’s disappearance has shaped much of her adolescence. As such she comes across as rigid and cold, a temperament that lost her many of her lackadaisical friends.

Name: Taiba
Age: 17

Background: Born in Swales, the poor Republic South marshlands. During a thunderous night Taiba became lost on his way home from fishing. He awakened a hibernating Tyranitar set to maul the scrawny kid to pieces. However a lone Mudkip stood in the way to stare it down. After that moment Taiba sworn to dedicate his life to Pokemon. And if that meant hitchhiking across the country to Dolmar, well goshdarnit that’s what he’s gonna do.
Goals: To use pokemon to protect the weak. To bring prosperity back to his poverty stricken town.
Behavior: Taiba comes across as brash and naïve. His lack of culture should not be confused with stupidity however. He wears his passion on his sleeves, and some think he never learned how to tell a lie. Truth of the matter is Taiba just can’t bluff worth a darn.

Name: Felix “Feasal” Larsen
Age: 16

Background: Feasal wasn’t blessed with the good looks or creativity his family shared. Instead he was left with social anxiety and extreme intelligence. Unfortunately there wasn’t much outlet for such talents in Artel, so he reclused himself to his PC. Through less than legal means he obtained a Pokemon scenario battle system designed for the military. He would stay up all night playing this “game”. Feasal’s family became worried when he was sent to the principal’s office for “scaring classmates with military jargon”. They figured shipping him down the river to the academy would be the safest option.
Goals: Find a patch to update his combat simulator. To research numbers to crunch.
Behavior: Shy, scheming, schizophrenic. Conversations with him always go off on the weirdest tangents.

Name: Keiko Ueda
Age: 16

"Fighting together with pokemon! That is the Ueda School of Martial Arts!"

Background: The only reason folks visit Peltast is for the fights. Why else would you come? It's a lucrative, adrenaline-filled business of unadulterated martial combat. Man vs pokemon, pokemon vs pokemon: anything goes in those arenas. But there's a part of Peltast you won't see in the papers, a part that doesn't get the spotlight or rabid fan-followings.

The city's representatives in government don't know or don't care about the countless who die of blackened lungs from coal mining or the sixteen-hour days at notorious lumber mills. Any man who's spirit wasn't beaten would rather risk getting beaten to death at the center stage then become a slave laborer. Fathers unfortunately don't often have that sort of freedom. Hayato Ueda was supposed to die a Grand Champion, but instead died a nameless worker during a mine collapse.

As a child, Keiko enjoyed nothing more than watching her father fight. It was a forgone conclusion that he would make #1, and after that he'd start the Ueda School of Martial Arts and change this city for the better. Hayato's mind was filled with ideals of honor and sportsmanship, rarities that deep down in the fighting pits. Rivals propped up everywhere trying to knock Hayato and his pokemon team out, and eventually they did. But they didn't stop there: they made sure he'd never fight again. Keiko's mother left the two of them, finding another fighter to fawn over. Hayato was beaten, and money was growing scarcer by the week. He started mining and staying out later and later, until he never came back.

Goals: The creation of her father's dream, the Ueda School where people and pokemon can fight and train together with honor and respect! (While Keiko knows all about honor, she still doesn't fully grasp respecting others: especially people she disagrees with.)

Behavior:
Tomboyish- Her mother (who she despises) spent as little time as she could get away with when it came to her daughter, but the feeling was mutual. She was raised by her father, and is just too dense for concepts such as fashion and beauty.

Tsundere- Keiko has a hot temper and is not afraid to speak her mind. She's far more comfortable using her fists, but secretly she craves the relationships she never really had growing up.

Loyal- In the end, everyone betrayed Hayato except for his daughter, and his pokemon. Keiko was too weak then, but the loyalty his pokemon showed, even when things had gotten so dire...she'll never forget that.

Name: Summer Shelby

Age: 18

Background: As one of eight siblings in her family, Summer never would have received much attention, had she been born into anything but a wealthy family of artists. Each of her seven sisters had a talent in the arts, but Summer never found one herself. Her parents waited, patiently, for her to find a skill of some sort to add to her family's long history of culture.

As the years went on and her sisters were celebrated as up-and-coming prodigies in their fields, Summer began to feel more and more insecure about her own lack of talents. She enjoyed fashion and clothes, but did not have the skill with them that her younger sister did, so she took to reading, desperate to find a purpose somewhere.

When she turned 18, Summer's parents finally suggested something that might help her. Maybe she couldn't be an artist like the rest of her family, but perhaps she could serve the country another way. The idea of joining the cadet academy shocked Summer, and for a while she was hesitant about it. However, having grown up somewhat sheltered and spoiled, she had no idea that such a thing would be difficult. So eventually, she agreed to go.

Goals: Summer's goal in life is to have a goal. She is still trying to figure out who she is and what she must do in this world.

Behavior:

Foolish- Though she is by no means stupid, Summer has a hard time taking things seriously and is often clueless about things around her. Her ability to focus is not all the way there.

Princess- Summer's life has been sunshine and rainbows, with only a few things upsetting her in her near-twenty years of life. Though spoiled, she is quite sweet and kind to others. That she thinks the world is always a good place will not serve her well.

Charming- Whatever her faults, Summer can generally make people like her. Not all the time, of course, but when it comes to making good first impressions, she's got it.

Name: Egon Ebersold

Age: 17

Background: Egon was born and raised on the easternmost fringes of the city of Fiarce, a remote border town of little renown, save for as a launching platform for the Republic's campaigns. His mother, Liana, ran a small Republic-owned supply store, providing goods to the townspeople and the soldiers who passed through. While the store supported the family through the hardest of times, it was Egon's father's work which provided the family with their secretly prosperous lifestyle. Hanz never shared the truth of his work with his family until it was too late, unfortunately. Living so far east was no mistake: Hanz worked with the Republic's enemies, providing them with technology to combat the Republic and developing a secret machine which would turn the tide of the war.

One night, Hanz returned from town with a look of pure terror on his face. He rushed into the basement and returned with a mass of metal and cables, thrusting them into Egon's hands and ordering him to run and keep the equipment safe. Egon hid in the rock outcroppings and sand dunes for three days before he returned home, only to find the military had arrested his father (though he was most likely executed for treason) and confiscated all of his research, leaving Egon and Liana to fend for themselves. Later, he learned that the order to arrest his father came directly from the Elite 4, instilling in Egon a loathing for the military institutions. Over the years, Egon has tried to piece together his father's legacy and understand the equipment left to him, but has been unable to succeed so far. He seeks to join the military to gain access to their equipment, continue his father's legacy, and seek revenge for his father's death.

Goals: Complete his father's research through the use of the Republic's equipment and seek revenge by killing the Elite 4.

Behavior:

Technophile: Egon is obsessed with technology and the mechanics behind pokeballs, finding himself absorbed in books on theory and engineering. When faced with new technology or a chance to learn more about pokeball mechanics, Egon will always accept the opportunity, mitigating circumstances not withstanding, and soon become absorbed in it. If something catches Egon's attention, he will become reclusive and hide away from the world while he dissects every last ounce of useful information from it.

Homicidal Pacifist: While vehemently opposed to the war, the military system, and all forms of human conflict, Egon has no qualms about his mission to murder each of the Elite 4 in cold blood. He hopes that his father's research will help him find a way around combat, but for now it is a necessary evil to accomplish his mission of lasting peace.

Revolutionary: Underground movements have begun to spring up throughout the Republic in opposition to the current power scheme, and they wish for nothing more than the complete overthrow of the government. Although Egon's concerns are more personal, he has found himself in contact with Team Rocket and other organizations in his quest to recreate his father's research.

Perfectionist: Egon accepts nothing but the best, whether it be from himself or others. When he began playing baseball at a young age, Egon spent hours studying various pitchers, attempting to design the perfect throw. He refused to play for years until he decided that he could perform reliably and quickly became the star pitcher for his home team. This dedication continues into his work, and although he has been able to force his father's experiment to activate on occasion, he refuses to use it until he is certain it is ready and reliable.
